Pogo-sticking describes the behaviour of a user "bouncing" back and forth between the SERP and search results — clicking a result, immediately returning to Google because the page wasn't helpful, and then clicking another result.

Google can detect pogo-sticking through user behaviour signals. Pages with high pogo-sticking rates send a negative quality signal — users are telling Google that this result didn't satisfy the query. Over time, this can cause rankings to drop.
